B. Project planning
  1. Context Overview
    Bethel Mission Organization (BMO) was established as a local NGO in 2019 to To work with the people living in the graveyards, the slums and the remote communities in order to promote and improve their livelihood and wellbeing by addressing their physical, mental, emotional and spiritual needs. Coronavirus disease (COVID-19) Pandemic has been threatened and killed people around the world since late 2019 starting from China. According to the statistic from WHO on April 28, 2020 there are 2, 959, 929 confirmed cases, 202,733 confirmed deaths from 213 countries. In order to prevent and protect the people safe in the country, Cambodian government has shuttered all schools, museums, cinemas, concert halls, bars, karaoke establishments (KTV parlors) and gathering in groups on March 18, 2020. The government offices, private companies and NGOs are encouraged to work from homes or lock down. The gathering has not been allowed even in religious meeting. The government halted the Khmer New Year and encouraged the staff continue to work as normal in order to keep the pandemics from the city to the province. The key messages of the public awareness were designed in line with WHO for the Prevention from the pandemics:
    • Clean your hands often. Use soap and water, or an alcohol-based hand rub.
    • Maintain a safe distance from anyone who is coughing or sneezing.
    • Don’t touch your eyes, nose or mouth.
    • Cover your nose and mouth with your bent elbow or a tissue when you cough or sneeze.
    • Stay home if you feel unwell.
    • If you have a fever, a cough, and difficulty breathing, seek medical attention. Call in advance.
    • Follow the directions of your local health authority.
    • Avoiding unneeded visits to medical facilities allows healthcare systems to operate more effectively, therefore protecting you and others.
  2. Problem Analysis

    Cambodia also got affected of 122 confirmed cases of COVID-19 on April 27, 2020. The Covid-19 risk level for individual transmission is at an “alarming rate” in the Kingdom and its probability is “not low”, warned Health Ministry spokesperson Or Vandine.

    There are mixed gender, age, and nationalities got inffected including Cambodia: 51, France: 40, Malaysia: 13, UK: 5, China: 3, Vietanam: 3, Canada:2, Indonesia: 2 and Belgium: 1. Cambodia on Saturday (March 14) announced restrictions on visitors temporarily from five countries from Italy, Germany, Spain, France and the United States from entering Cambodia for 30 days for a month in a bid to prevent the spread of the Covid-19 (coronavirus) disease.

    However, there are two concerns that the government is taking firm actions in prevention and protection for more than 50, 000 Cambodian migrant workers came home, returning from Thailand before the Thai authorities closed the border on March 23, 2020 as a measure to curb the spread of the Coronavirus Disease 2019 (COVID-19) and more than 15,000 garment workers return to work after Khmer New Year celebrations. In order to prevent and protect these people the government set to quarantine 14 days from the spread of pandemics.

    Based on the community assessment and field observation, BMO found the community people need more awareness and precaution of the spread of pandemics of the Coronavirus Disease 2019 (COVID-19) and Hygiene materials. Also, BMO found the short and long term effects after parents have lost their jobs after factory was cut off work or the migration jobs in Thailand is not available.

    There are Possible Effects duing the Lockdown and the return of families from Thailand: First, Indebtedness that caused by the people have no job/income or decreased income, increased expenses, sales of resilient asset, unable to pay loan to bank or MFI and double or triple loans with high intereste rate, Secondly, Health issues affected from lack of food/nutrition and basic need support to the families, especially to those family who have nursing babies, mental health, depression, and fear, Thirdly, Abuses occured from domestic violence, drug and alcohol, thief, physical and sexual abuses and trafficking, Fourthly, Education effected from school closure, limited to distance or online learning and dropout, and Fifthly, the domestic migration would happen.

C. Goals/Objectives

Goal: To ensure that no one died and starved from the spread of pandemics of the Coronavirus Disease 2019 (COVID-19) in the target communities.

Outcome 1: Community people are aware of precaution of the spread of pandemics for themselves and able to teach their communities.

Output 1: The key potential children, youth and community leaders are equipped with the capacity building of the spread of pandemics of the Coronavirus Disease 2019 (COVID-19) before they can share to their friends, peers and neigbours in schools and communities.

  1. 120 potential children, youth and community leaders got the capacity building and actively involved in conducting training to their communities.
  2. 6,000 children and community people understood the importance of prevention and protection of the spread of pandemics of the Coronavirus Disease 2019 (COVID-19) and applied. (120 trainers x 50 participants)

Activity:

1.1.1. Conduct awareness training potential children, youth and community leaders about the prevention and protection from the spread of pandemics of the Coronavirus Disease 2019 (COVID-19)
1.1.2. Support awareness-training materials (leaflets, posters glue tap/Scot tap, and staplers/nail guns...)
1.1.3. Support Hygiene materials the children and community people during the training (soap, alcohol, sanitation/hygiene gel...)
1.1.4. Provide gasoline and food allowance to facilitators and trainers
1.1.5. Support monitoring and follow up

Outcome 2: The community people, especially the children, enjoy good health and have self-sustained livelihood during and after spread of pandemics of the Coronavirus Disease 2019 (COVID-19).

Output 2: Provide emergency support and Promote independent family farming system so that the food security ensured in the community householders.

1. 120 families received training on home gardening, poultry rearing, animal rasing and small business set up.
2. 60 families applied and promoted to raise poultry and animals (chicken farm, cricket farm, quail farm, family fish pond...)
3. 40 famlies applied and promoted organic home gardening (plan mixed vegetables....)
4. 20 famlies applied and start up small business.
5. 60 families increased their saving for general individual and family purpose.

Activity:

2.2.1. Conduct training on home gardening, poultry rearing, animal rasing and small business set up.
2.2.2. Support emergency relief to the poorest families who have no income sources.
2.2.3. Support family poultry and animal raising including chicken farm fish pond.
2.2.4. Support family home gardening to grow vegetable.
2.2.5. Support Families to set up small business.
2.2.6. Support monitoring and follow up.

D. Resources and Budget

There are two separate budgets for your consideration in the following budget detail.

1. Community Awareness Project:

Awareness of the community to prevent and protect from the pandemics of Covid-19. We will train 120 potential children, youth and community leaders to conduct awareness training to 6,000 community people including the children.

2. Recovery Project:

With the limited fund, BMO will support 120 families to recover their income generation with different kinds of livelihood support including home gardening, family fish pond, chicken rearing, quail raising and small business set up.
